The third modification is the Title IV of the TSCA Act and includes the Lead-Based Paint Exposure Reduction Act1. There are several harmful chemical substances that are manufactured, imported, use and then disposed of. These include asbestos, radon, lead-based paint or polychlorinated biphenyls2. The TSCA Act deals with the harmful effects that such chemicals may have on the lives of human and the atmospheric surroundings in which the human lives are lining, and try to reduce the harmful effects of such chemicals.

The TSCA laws have the powers to give notifications before manufacturing of toxic chemicals. Also, the Act can test these chemicals with respect to their manufacturers, importers and also those who process the chemicals. These measures enhance the tests to check whether the chemicals meet the terms of the certification that can support the use of such chemicals. The EPA has the right to ban the manufacture, processing, or import and use of the chemical substance if it finds to possess a threat to the environment.

It may also put restrictions on the use of the chemical. Also, the TSCA is concerned with the cleaning up processes of the PCBs and other similar chemicals3 The TSCA Act primarily focuses on ensuring that the Environmental Protection Agency possesses all necessary information on the chemical substances in the context of their production and usage as well the impacts that they may produce on the environment. The Title I of the TSCA Act mainly contains the objectives of the Act of determining the use and impacts of the harmful chemicals.

Also, the Act gives sufficient power to the EPA such that the organization may be able to put its regulations on the production, processing, and distribution of the chemicals as well as on their usage patterns.
