The federal government depending on the outcome of the study intended to drastically reduce the level of assistance that was being leveled on the perceived poverty-stricken people of the state-this was following a policy program enacted and passed by congress referred to as the personal responsibility and work opportunity reconciliation act. The study hypothesis from the position of the government is that the assistance level to the poor needs to be cut down, but it remains clear that hypothesis; There is unnecessary spending by the government that needs to proportionately be reduced from an informed position.
Methods and Procedures
The participants were briefly interviewed during the data collection period and then allowed to complete the measurement package instrument. The sessions were carried out in small groups while in special cases some were done individually. In the sessions, the staff and the twenty interviewers were present and were allowed to read the words based on request but not interpretation. The sessions took about 60-90 minutes. The data collected were analyzed by frequency counts tabulated and assessed into two; the special need and the non-special need concerning the children whose rural mothers took part in the study. The primary interest here was to find out if there was any significant difference in the response given by mothers with special needs children and those without. The findings were then analyzed using Pearson’s Chi-square regarding the array of concerns raised in the interview.

Sample

The interviewees in this study were women of all possibilities with about 93% ranging from the age of 21 to 45 while the rest demonstrated above 45 years of age. In total, 263 women from what was perceived to be poor states: Kansas (9.9%), Tennessee (38.0%), Texas (46.8%), and Florida (5.3%). Of these 263 respondents, 136 were from rural-based zones while the rest hailed from metropolitan zones. The results were then analyzed and segmented depending on the issues that were recognized with them. In this regard, it was found that mothers with children with special needs were much older than those without children with special needs. The data in this study was professionally collected in the form of a questionnaire from the intended persons before being subjected to viable statistic analysis tools to realize dependable results. The study was also sensitive to the demographic composition of the respondents and certain usage information regarding the respondent was captured such as age, the number of children, marital status, ethnicity, employment, and welfare status.

Results and Conclusions

Regarding the information from the questionnaire, it was found that ruralness and poverty are the worst factors that retard education among children. The findings of the study also realized that family stress, poverty, and various forms of hardships are the factors that accelerate the dwindling education involvement. It was also found that most of the respondents in the study were benefitting from the government extended form of help. In the study recommendation, it was resolved that teachers should form mainstream advocacy for the eradication of poverty since the future of America depends on the lives of children in poverty-stricken rural areas.
